In the unfortunate reality of today's construction environment, often a WBE-MBE requirement in place means that a contractor will use a WBE-MBE supplier to supply products as a "middleman." The WBE-MBE supplier will all too often purchase the supplies from the contractor's regular source, mark them up and re-sell them creating a paperwork shuffle. This, while it may satisfy the legal or technical requirements of the project places a burden of the profitability of the project while not really achieving the ultimate objectives of the WBE-MBE requirements.
